WEBM carries Opus or Vorbis audio. Both are efficient modern codecs, and both are poorly supported by editing software, which is why converting is usually the first thing you do with a WEBM recording.

What happens to quality
Opus and Vorbis are lossy, and so is MP3: converting is a decode followed by a second lossy encode. Encoding at 320 kbps keeps that second pass effectively transparent for review and listening, but it cannot restore what the first encode discarded.
